| Christopher L. Fraley Managing Director New York Mr. Fraley is responsible for originating, underwriting and structuring new investment opportunities and identifying new real estate operating partners.
After business school, Mr. Fraley worked in acquisitions for Spectrum Skanska, a premier homebuilder in the New York metropolitan area. Primary responsibilities included sourcing and evaluating new land investments.
From 1992 to 1997, served as Director of various programs within the Tax Incentive Programs or the New York City Department of Housing Preservation and Development. The programs, among the first of their kind in the country, were designed to entice the private sector to create affordable housing or other governmental initiatives. The Inclusionary and 421(a) Housing Programs provided increased density bonus and real estate tax exemptions for market rate residential developments in exchange for the creation of affordable housing. The 421(g) program, also known as the Lower Manhattan Residential Conversion Program, provided real estate tax exemptions to incentivize private sector developers to convert obsolete office buildings to residential use. Mr. Fraley was the founding Director and was responsible for the initial implementation of the program which resulted in the conversion of over 5,000 units to residential use.
From 1991 to 1992, consulted at Lehman Brothers in the technology acquisitions group. Lehman Brothers was in the process of separating from Shearson Lehman Brothers. Mr. Fraley served on the team that set up an independent, internal group to acquire technology for Lehman's global operations.
